You haven't told anything about yourself and your experience/level. If you are just to begin playing then forget all about overblowing and bending. Concentrate on playing the normal blow/draw-notes using simple for you wellknown songs.
-3'' is a double-bend on 3 draw. That is bending the 3 draw 2 semitones down. On a C-harmonica (example), you dont have an A in the lower octave unless bending.

Then follow my advice in my post (start playing simple, single notes on wellknown songs).
And i would buy some book. "Harmonica for dummies" (by Winslow Yerxa) is a very good one. In fact you don't need any other books with lessons - even when you become advanced.
But also the link i gave you about diatonic playing is very good.
Lots of Youtube-videos also on every subject (bending and things like that).
Play at least 15 minutes every day. Be patient - and you will get an interest (and joy) for the rest of your life.
Ask direct questions in the beginners section - and you will get an answer. I know there is also help to ge tin the chat-room.
